The decree primarily frames AI governance around protecting users and the public from harms caused by high-impact AI systems, requiring transparency disclosures, safety obligations, impact assessments focused on life/safety/fundamental rights, and trust-building measures. Fundamental rights protection is a strong secondary frame given explicit references to impacts on 기본권 (basic rights).
