The law's stated purpose explicitly pairs protection of citizens' rights with strengthening national competitiveness ('국가경쟁력을 강화'). The bulk of the legislation establishes industrial promotion frameworks—R&D support, startup activation, AI cluster zones, workforce development, international market access, and investment—making economic competitiveness the dominant frame.
